So the President can declare a national emergency even when there is no emergency. Can he declare martial law when there is no war? Can he institute a national quarantine when there is no epidemic? Political power needs to be limited, starting with the President.

So Chuck Mann has appointed himself to be the arbiter of what is and is not a national emergency. I don’t recall him ever questioning any of the ten national emergencies that Barack Obama declared. Congress saw fit to give the president the power to declare and act on a national emergency. It did NOT give that power to Mr Mann.
