Greensboro police say they’re investigating whether there may be additional victims after arresting a 44-year-old man on indecent exposure charges following an incident in a West Wendover Avenue parking lot.
According to the Greensboro Police Department, officers responded on Sunday, July 12, to the area of 4217 West Wendover Ave. after receiving a report that a man was exposing himself in the parking lot. That shopping center is near the intersection of West Wendover Avenue and I-40 and contains T.J. Maxx.
Officers located James Robert Bell, 44, and detained him while they investigated the incident.
Police said Bell was later positively identified as the suspect and charged with:
- Felony indecent exposure in the presence of a minor
- Misdemeanor indecent exposure
Bell remains in the Guilford County Jail under a $10,000 secured bond.
Investigators are continuing to examine the case to determine whether there may be additional victims.

Scott, I just received a call from Patrick Henry to look at the latest Rhino. To see there is a double standard being exercised by the publisher/editor of the Rhino Times make me wonder if I should continue to keep it in my favorites on my computer.
You berated Patrick for using someones actual name claiming they SAID they received threats (how they got an address I would love to know) and edited (read censored) his postings claiming he said he received threats. So you’re telling me by slapping the title child molester on someone is ok. Am I wrong or are those your standards? If it is, God help the Rhino Times.
Assuming THIS post doesn’t get censored, I am encouraging Rhino readers to make their outrage known.
Alan, I don’t think I berated Patrick so much as responded to his criticism of my taking out Professors real name when Patrick started including it. When you said I “edited (censored)” Patrick’s comments, I think you mean that I simply took out the real name of person who contacted me and told me he had been the subject of threats. You choose to use your real name in these forums ( something I encourage and appreciate), but most people do not and since this person is daily subjected to hateful demaning slurs simply for stating his view and making his case, it seemed reasonable to me to take out his real name when Patrick Henry used it. (I doubt Patrick Henry is using his real name either, though I am not sure of that.). This country is currently seeing incredible political violence including everything from assassination attempts on the president’s life to ICE agents shooting an unarmed and restrained man on the ground ten times in back. So it seemed reasonable to me to honor Professors request that his real name not be used when Patrick used it. And when you say Professor is “slapping the title child molester on someone” (actually the story is about alleged indecent exposure), you are referring to a simple joke made by Professor which I think everyone would know was a joke – even if the professor had no included the smiley face at the end. Scott I am not aware of Ice agents shooting a restrained man in the back 10 times. The only incident in that regard I can think of is when they shot a man who pulled a gun on them after he was taken to the ground. Please give me the facts regarding your understanding of the incident you are referring to. Also, I am sorry some of you have gotten upset with each other over this indecent exposure incident. My only thought there is the arrest was in order if the man exposed himself in public.

Scott, In the video I saw you could clearly see a handgun in the individual’s hand just before he was shot. This is a classic example of “don’t interfere with a law enforcement officer” when they are making an arrest. It also illustrates why you should comply and you won’t die when law enforcement directs you to follow their instructions.
PACLOC, please take another look at the video. I agree that everyone should comply with law enforcement, but take another look. You can see on the video that during the struggle he never reached for the holstered gun and before the shooting an ICE agent removes the gun from the holster and runs out of the scene. He had been holding a cell phone in his hand, which maybe someone mistook for a gun. If you read the accounts in the New York Times, the Washington Post, the Guardian, or any other news outlets,. or watch any of the slo mo videos of the event you will see that their reporting is accurate: he had already been disarmed before he was shot repeatedly. That said, the scene is certainly chaotic and it isn’t surprising that the ICE agents may have been confused in the heat or the moment. I think if you watch the film multiple times, you will see what I mean. Best wishes.
I have always felt that if Scott posts articles using his real name then any response from me deserves the same acknowledgment. It wouldn’t bother me if real names were required here in order to post instead of being able to hide behind an acronym. This would maje folks think twice sometimes about what they say, but then at the same time would probably greatly detract from the entertainment value of reading the Rhino.
Scott, the “professor” is subjected to slurs NOT for expressing his opinions, but because he is a stupid, pompous donkey hole with far too much time on his hands and doesn’t have enough sense to keep silent, which if he did, might make us think he is a fool. So let’s get this right….make a joke about someone using their fake username that is no way linked to their actual name or person and you girls get all bent out of shape as if someone was threatened. Wow. I don’t shock easy but what a bit of drama over an obvious joke.

I read the Rhino Times almost daily. Scott’s reporting is interesting and informative as well as the various comments. But I have never read such hateful comments directed at a commenter about a criminal matter, and involving a child. professor made an unfunny and inappropriate comment. But the responses ventured off to misinformation and personal attacks on a commentor that I personally disagree with 99% of the time but appreciate reading his perspectives on issues. The issue in question is not one I would have commented on except for the comments afterwards.
The man arrested was arrested for allegedly exposing himself, not child molestation. Generally, men who expose themselves do not confine their victims to children.
I find Scott’s reporting to be evenhanded and appreciate that the Rhino Times allows for comments.

1. You are right about this. Obviously everyone cannot tell when a joke is a joke, as you make clear by your reaction. 2. ICE agents for the most have immunity from the feds for their actions and the Justice Department withholds evidence from local law enforcement so that they cannot prosecute them either. The thinking is that if they faced accountability it would make it harder for the organization to meet its mandated quota of 2000 deportees a day. You can watch the video in which, after he had been disarmed and while clearly overwhelmed by ICE agents, he was shot repeatedly in back while on the ground. There is video on YouTube if you chose to watch it. Also I do not agree with the administration that anyone with open carry is asking for trouble. For the administration to suggest that Pretty did something wrong by exercising his constitutional right to bear arms in a legal manner is an affront to those of us who believe the Constitution, which states citizens have the right to bear arms. As for your real name, I didn’t say I don’t believe you, I said I don’t know. You can tell us if that is your real name or not and I will believe you either way. Either way, it is your choice.
