The Guilford County Sheriff’s Office reported on Monday, June 30 that early last month on Wednesday, June 4,  Detention  Services  Officer Charles Leon Parker,  40,  “initiated  an unjustified use of force incident with an inmate.”

According to a statement from the Office, Jose Freddy Flores-Martinez,  23, (pictured above on the right) was being held  in the Guilford County jail in downtown Greensboro. Flores-Martinez is classified as “an administratively segregated inmate who requires a two-officer policy when escorted in the housing unit.”

According to the Office, while returning to his cell, the inmate attempted to stab a guard assigned to escort him under the two-officer policy, using a homemade knife commonly known in the jail population as a “shank.”

After the unsuccessful attempt and the incident was resolved, Parker allegedly assaulted Flores-Martinez in his cell after being notified of the incident.

After the attack by the detention officer, Flores-Martinez was treated by WellPath medical staff at the jail’s medical area.

According to one source in law enforcement, in an account that has not been verified by the Sheriff’s Office or independantly by the Rhino Times, the officer who allegedly beat the inmate turned off his body camera before doing so, knocked a tooth out of the inmate, and broke his own hand by punching so hard.

Parker  was  suspended on Friday, June  13, pending internal  and  criminal  investigations that are being conducted by the Guilford County Sheriff’s Office’s Professional Standards Division as well as by the Major Crimes Investigative Unit.

Parker resigned while the investigations were underway.

The Sheriff’s Office released the following statement regarding the incident: “After a thorough criminal investigation and with assistance from the Guilford County District Attorney’s Office, Parker was charged with Misdemeanor Assault Inflicting Serious Injury. He turned himself in on Friday, June 27, 2025, and received a written promise to appear. Flores-Martinez was  charged with Misdemeanor Assault  with  a  Deadly  Weapon.  He is also being held for Felony Attempted First Degree Murder.”

 The Sheriff’s Office added that, since this is an ongoing investigation, no further information is available at this time.
