Guilford County has announced the appointment of Courtney McFadden as its new Division of Public Health director.

McFadden, who holds a Master of Public Health degree, will officially begin her duties with the county starting on Monday, July 14. In her new role, she’ll oversee Guilford County’s public health operations and lead the county’s efforts to protect and promote the well-being of more than 500,000 residents.

McFadden has 19 years of experience with the Maryland Department of Health. There she served in several high-level roles. Most recently, she was the deputy director of the Prevention and Health Promotion Administration – Maryland’s largest public health division.

While there, she oversaw a budget exceeding $500 million and led a workforce of more than 500 public health employees.

Guilford County’s Division of Public Health has about 450 employees and the county-funded portion of the health division is about $25 million annually.

Before being a deputy director in Maryland, she served as director of the Center for Cancer Prevention and Control and director of the Maternal and Child Health Bureau – where she led statewide programs meant to improve health outcomes for women, children and families.

Guilford County Assistant Manager Victor Isler, who serves as the county’s Health and Human Services drector, welcomed McFadden to the role and called her an asset to the community.

In a public statement, he praised her leadership, knowledge of public health systems, and her track record managing large teams and programs.

Isler also thanked Guilford County Assistant Public Health Director Anita Ramachandran for serving effectively as interim director while the county conducted the nationwide search.

McFadden expressed enthusiasm about joining Guilford County’s public health division. She called this a pivotal time for the field and emphasized her commitment to working with county staff, partners and residents to make Guilford County healthier.

McFadden has been recognized in the past for her work in expanding access to healthcare: Within the Maryland Department of Health, she focused on reducing barriers through data-informed programs and policy initiatives.

She also served as interim chair of the Maryland Commission on Health Equity in 2023, where she helped develop strategies to address the broader social and economic factors contributing to health disparities.

McFadden earned her bachelor’s degree from Howard University and a Master of Public Health degree from George Washington University.

 Currently, she’s participating in the Association of State and Territorial Health Officials’ Diverse Executives Leading in Public Health program, a national leadership development initiative.
